Shimla (Himachal Pradesh) [India], August 27 (ANI): In a landmark decision, the Himachal Pradesh Assembly, on the first day of its monsoon session, passed legislation to increase the legal age for marriage from 18 to 21 years. The amendment was introduced by Dr. (Col.) Dhani Ram Shandil, Minister of Health and Family Welfare and Social Justice, who presented the Prohibition of Child Marriage (Himachal Pradesh Amendment) Bill, 2024 (Bill No. 4 of 2024).
The bill, which amends the Prohibition of Child Marriage Act, 2006 (Act No. 6 of 2007) as applicable to Himachal Pradesh, was passed with a voice vote in the Assembly.
“Whenever any bill is brought for legislation, it starts as a bill and is passed by the house in the form of an act. We shall send it to the governor. This bill is very important for societal change. It establishes a minimum age of 21 years for marriage for both boys and girls. If someone flouts this law, they will be punishable under the law,” said Dr. (Col.) Dhani Ram Shandil.
He further highlighted the proactive stance of the state’s Chief Minister on such issues, stating, “I believe our Chief Minister has been very vibrant on such issues. Himachal was the first to legislate for orphans and destitute children. Now, this new law will be a path-breaking step for the country. It will serve as a landmark for other states to follow. This amendment will help in transforming society. Girls in our country are progressing well, and setting the marriage age at 21 will give both boys and girls a chance to grow.”
The bill received support across party lines. BJP legislator Reena Kashyap emphasized the necessity of this decision, stating, “Increasing the marriage age from 18 to 21 years was much needed. I would also request the government to take more steps in favor of women. At the age of 21, the youth, especially women, are mature enough mentally and physically to get married. This bill is a significant step forward,” said Reena Kashyap.
Anuradha Rana, the youngest legislator, a tribal girl, and a Congress MLA, expressed her satisfaction with the legislation. “This is a very important amendment bill. It was my first experience in the Assembly, and I was able to participate in discussions on disaster issues as well as this amendment bill. This legislation is historic and will prevent child marriages below the age of 18. It will be beneficial for the country, enabling women to build their careers and make wise decisions regarding marriage at the right age,” said Rana.
This amendment positions Himachal Pradesh as the first state in the country to introduce such a significant change, potentially setting a precedent for others to follow. (ANI)
